A Watertown woman has been charged with vehicular manslaughter and drunk driving after a fatal, two-car crash Thursday evening in the town of Leray.

Killed in the 9 p.m. crash at the Routes 11 and 26 intersection was 44 year old Kathleen Deyo of Gouverneur, according to State Police.

She was a front seat passenger in the 2000 Ford Taurus being driven by 43 year old Kelly Peck, also of Gouverneur.

Police say that Peck was driving through the intersection when her car was hit by a 2004 Chevy Avalanche driven by 39 year old Bobbie J. Monaghan, of Watertown.

Monaghan had failed to stop at the red light as she was westbound on Route 26, State Police say. Ms. Peck was driving north on Route 11.

Ms. Peck and her back seat passenger, James Kriegel, also of Gouverneur, were treated and released at Samaritan Medical Center. Another back seat passenger, Dawna Kriegel was taken to University Hospital in Syracuse with non-life threatening injuries.

Monaghan was also charged with vehicular assault and failure to stop at a stop light. Her alleged blood alcohol content was .19 percent, according to investigators.

She was arraigned in town of Leray court and remanded to county jail with bail set at $50,000.

In October 2002, Bobbie J. Monaghan, then 32, was charged with drunk driving after she drove through a red light on Arsenal Street in Watertown, according to archives of the Watertown Daily Times.  She was also charged with having an open container of alcohol in her car.
