Harrisville -- State Police arrested a Harrisville man who allegedly had sex with a female under the age of 13 in the Spring of 2012.
On Tuesday, 20 year old Joseph R. Clement II was charged with Rape 1st and Endangering the Welfare of a Child.
The arrest stems from an investigation into Clement having sex with a female under the age of thirteen in the spring of 2012.
Clement was arraigned in the Town of Fowler Court and committed to St. Lawrence County Correctional Facility in lieu of $25,000 cash bail.
