State Police Investigate Jefferson County Sheriff's Department

Watertown -- The investigation into the Jefferson County Undersheriff is being handled by the New York State Police.

Sheriff John Burns says he has handed the matter over to them after claims of sexual harassment against Undersheriff Andrew Neff surfaced. Neff is accused of sexual harassment by a convicted felon and police informant. The woman, 42 year old Michelle Bowens, accuses Neff of sending harassing text messages to her and that the two had a relationship. Neff has been suspended with pay since the allegations came to light several weeks ago.

Bowens has filed a notice of claim against the department, preparing for a likely lawsuit on the matter.
