A Watertown man has been arrested following a domestic dispute, where he grabbed the victim by her throat causing her to nearly lose consciousness.
Watertown police arrested Joshua M. Clemons, 30, of Bronson Street in Watertown, and charged him with Criminal Obstruction of Breathing or Blood Circulation and Harassment in the 2nd.
It is alleged that Clemons grabbed the victim, Tammy Clemons, by the throat, held her down on the couch, causing her to become light headed and nearly lose consciousness.
Clemons was also charged with harassment in the 2nd, after subjecting her to unwanted physical contact when he pushed her into a fence and grabbed her again by the throat during the domestic incident.
Clemons was transferred to the Jefferson County Public Safety Building, where he was held pending arraignment.
