A 16 year old Watertown boy is accused of driving without a license and impaired by drugs - at 12:30 in the morning.
City Police stopped Ervin Woodard of 207 Wealtha Avenue on Fairmont Avenue for an equipment violation.
Woodard consented to a breath alcohol test, which revealed he had no alcohol in his system.
A Drug Recognition Expert, however, determined that he was impaired by drugs, police said.
He was released to the custody of his mother pending further court action.
