Absentee voters in Cape Vincent decide the race for Town Council

Cape Vincent -- The counting of absentee ballots has led to a declared winner in a town race in Cape Vincent. 

Elections officials say Republican Michelle Ryan defeated Democrat Paul Aubertine in the race for a seat on the Town Council. Ryan received 707 votes compared to Auebrtine's 654. That's a reversal from the night of the election, where Aubertine was leading by about 90 votes. 

Absentee ballots in Cape Vincent are mostly cast by seasonal residents, many of whom remain opposed to wind turbines being set up in the town
