Governor Cuomo's staff is looking into the possibility of opening up commercial, non-Indian casinos in the state. Cuomo says legal gambling is already present in New York and surrounding states and this would bring in revenue. New York currently allows electronic gambling at racetrack casinos which have slot machines and the state has five Indian run casinos. The state constitution would have to be amended to allow commercial gambling.
