A Norfolk man is charged with assault and endangering the welfare of a child for allegedly hitting a four-year old child.

Jason J. Monroe, 23, hit the child repeatedly, causing physical injury, according to State Police.

Monroe was arraigned in town of Norfolk court and released to the supervision of the St. Lawrence County Probation Department pending grand jury action.
