Retired Army Col. Mike Plummer has been named the 58th winner of the Israel A. Shapiro award.
The award is given annually by the Greater Watertown North Country Chamber of Commerce to recognize outstanding citizenship.
Plummer created the "Adopt A Platoon" program in 1992 to support soldiers deployed in support of Hurricane Andrew relief. The program has continued to support soldiers in all of their deployments since.
The local program also received the attention of the Association of the United States Army National, which took the program worldwide.
Plummer has also been involved in numerous other community initiatives including Upward Bound Leadership at IHC, the Rotary Club, and as an advocate for the Disabled Persons Action Organization.
The award will be formally presented to Plummer at the Chamber's annual dinner in Watertown on February 4.
