Two Fort Drum Soldiers Arrested

Watertown -- Two Fort Drum soliders have been arrested for Endangering the Welfare of a Child.

Timothy Phelps, 23, of Watertown is accused of shooting a 15-year-old with a paint ball gun numerous times while in his home. The teen suffered injuries and was treated on the scene.

The child's mother, Sara Elphinstone, 35, was also arrested. State police say she didn't intervene during the incident.

Both Phelps and Elphinstone are active members of the military stationed in Fort Drum.

Elphinstone was turned over to Fort Drum authorities, while Phelps was taken to jail on $10,000 bail pending grand jury action. The child was placed in the care of Jefferson County Child Protective Services.
