Watertown State Police checked 23 retailers for underage alcohol sales, writing tickets to two clerks.
Mohan Singh Chhokar, 68, at the Arsenal St. Food Mart and Tamara C. Fitzpatrick, at the Nice 'N Easy in Chaumont were charged with unlawfully dealing with a child and prohibited sale of alcohol to a minor.
The police operation involved sending an underage operative into the stores to see if clerks were willing to sell them alcohol.
